Zangge Mining integrates safety risk management into all aspects of production and operations. Through implementing a dual-prevention mechanism for risks and establishing standardized emergency procedures, the company strengthens compliance with safety regulations and safeguards the health and lives of all employees.
Risk Management System
The company enforces the Hazard Identification and Risk Assessment Management System and builds a dual-prevention system of risk classification control and hazard inspection to ensure workplace safety and protect employees’ lives and property. For risk control, the company annually updates risk assessment forms with clear priorities and actions; for hazard inspection, it enforces a reward-and-penalty system to encourage effective checks. Accredited third-party agencies conduct major hazard assessments at least every two years, while subsidiaries and workshops maintain hazard archives to prevent potential risks. In emergency management, the company complies with national laws and has internal systems such as the Production Safety Emergency Plan and Emergency Rescue Management. These define clear response procedures to minimize accident losses and continuously improve standardization and effectiveness.
Management Structure
Zangge Mining has established emergency response organizations at both the company and workshop levels and continuously improves the emergency rescue command network. These organizations are responsible for developing emergency plans, organizing drills, mobilizing emergency teams and resources, coordinating accident sites, and other emergency management tasks, ensuring rapid and effective organizational response.

System Construction

Based on regulations such as the Work Injury Insurance Regulations and the Regulations on Reporting and Investigation of Production Safety Accidents, the company has developed the Internal Management Measures for Reporting and Investigating Production Safety Accidents. These measures define accident classification and management procedures, ensuring timely reporting, statistical analysis, investigation, and handling of potential production safety incidents, supporting proactive preventive actions. The company has also established comprehensive emergency plans, specialized emergency plans, and on-site response plans covering various types of production safety incidents, including fire, mechanical injuries, electric shock, falls from heights, lifting injuries, and collapses. Regular drills are conducted to maintain readiness. For example, due to product transportation needs, Zangge Potash has constructed a dedicated railway line and developed a Railway Accident Special Emergency Plan to ensure accident response along the railway.
Practical Actions

The company annually develops an emergency drill plan and conducts regular exercises, including comprehensive, specialized, on-site response, and fire emergency drills. These drills enhance the emergency response and rescue capabilities of teams, improve employees’ emergency awareness, knowledge, and handling skills, and strengthen self-rescue and mutual rescue abilities during emergencies. Furthermore, the effectiveness of on-site response plans is evaluated twice yearly, and emergency plans and procedures are refined based on drill results. In 2024, Zangge Mining organized a total of nine emergency drills covering comprehensive, specialized, and on-site response exercises, ensuring the protection of employees’ lives.
