Zangge Mining integrates safety risk management into all aspects of production and operations. Through implementing a dual-prevention mechanism for risks and establishing standardized emergency procedures, the company strengthens compliance with safety regulations and safeguards the health and lives of all employees.
Risk Management and Control System
Zangge Mining continues to improve its safety risk management and control system. The Company has formulated and implemented internal policies such as the Management System for Hazard Identification and Risk Assessment, and has established a dual prevention system for graded safety risk control and hazard investigation and management. These efforts help shift safety management toward early-stage prevention, effectively prevent and mitigate various safety risks, and safeguard employees’ life and safety as well as the stable production and operation of the Company.​ In terms of risk management and control, the Company continues to carry out hazard identification and risk assessment, dynamically updates its risk register, defines the hierarchy of controls, and implements targeted prevention and control measures. It also improves the closed-loop mechanism for hazard investigation, rectification, and management, organizes safety assessments of major hazard sources, establishes archives for major hazard sources, and continuously enhances the systematic, forward-looking, and standardized management of risk prevention and control.​ In terms of emergency management, the Company has established and implemented production safety accident emergency response plans and an emergency rescue management system, and continues to improve its emergency response processes, on-site response mechanisms, and emergency support system. In 2025, the Company regularly organized comprehensive emergency drills, special emergency drills, on-site response drills, and fire emergency drills. Focusing on typical scenarios such as fire, hazardous chemical leakage, and flooding, the Company tested the operability of its emergency plans and its coordinated response capabilities, and continuously improved its capability to respond to emergencies and manage emergency incidents.
Management Structure
Zangge Mining has established emergency response organizations at both the company and workshop levels and continuously improves the emergency rescue command network. These organizations are responsible for developing emergency plans, organizing drills, mobilizing emergency teams and resources, coordinating accident sites, and other emergency management tasks, ensuring rapid and effective organizational response.

System Construction

In 2025, Zangge Mining strictly complied with domestic and overseas laws and regulations on production safety, and continued to improve its production safety policy system covering the headquarters and its subordinate enterprises. The Company formulated and implemented a number of production safety management policies, further clarifying safety responsibilities and work requirements at all levels, strengthening full-process operational control and front-end risk prevention, and continuously enhancing the standardization of safety management.​ At the same time, the Company continued to improve its safety management mechanism by establishing the Safety, Environmental Protection, Security, Firefighting and ESG Committee, with the President serving as the primary person responsible for production safety. The Company has built a production safety management system extending from the headquarters to frontline teams. As of the end of 2025, the ISO 45001 occupational health and safety management system certification coverage of Zangge Potash and Zangge Lithium had reached 100%. The Company also carried out regular internal and external audits to promote closed-loop rectification of identified issues.
Practical Actions

In 2025, the Company continued to improve its annual emergency drill management mechanism and regularly organized comprehensive emergency drills, special emergency drills, on-site response drills, and fire emergency drills. These efforts continuously enhanced the response capability and emergency handling capacity of emergency rescue systems at all levels, while strengthening employees’ emergency awareness, emergency response knowledge, and on-site response skills.​ In addition, the Company regularly conducted emergency drills for typical scenarios such as fire, chemical leakage, flooding, electric shock, and falls from height. These drills systematically tested the coordination of key procedures, including accident reporting, emergency rescue, personnel evacuation, on-site emergency response, casualty treatment, and transfer. The Company also continued to improve its emergency response plans and on-site response procedures through post-drill reviews. In 2025, the Company organized 23 emergency drills in total, with 1,740 employee participations.
